Why do the Longleat Horse Trials need to issue their own rulings on certain points?

While British Eventing (BE) rules do cover most situations, due to the levels at which the Longleat Horse Trials are aimed, namely Unaffiliated Eventing at around 80cm and above, there are situations where rules are not in existence within the BE rules. For example, there are no nationally recognised distances or speeds for a Roads & Tracks event at an 80cm level. In this circumstance, the Longleat Horse Trials will be establishing a ruling. The requirement for additional rulings is minimal, and where these additional rulings are in place, all competitors will be informed prior to the event.
